EWC-FEP-CEATL on Article 12 of the Digital Single Market Directive – Delete explicit mention of Public Lending Right

This message, previously released in 2017 with FEP and CEATL, was re-issued and sent to the high representatives of Bulgarian EU Presidency, and to all Ambassadors of the EU Members States:

“The European Writers’ Council and the Federation of European Publishers have been informed of the proposal by the Bulgarian Presidency on the DSM Directive, regarding Article 12 and Recital 36. Both associations would like to express their strong concern at the explicit inclusion of Public Lending Right in these provisions and would therefore ask for the deletion of this additional provision in both Recital and Article.
Such a deletion would allow for the diversity of Public Lending Right schemes in Europe to continue.”
